Strengthening Evidence-Based Police Governance Across Canada ​

The Canadian Association of Police Governance (CAPG) supports effective, civilian-led oversight of municipal police services. Since 1989, CAPG has provided police service boards, advisory boards and commissions with information, training and resources that help them govern in the public interest.

National Police Governance Training and Development Program

Your national standard for evidence-informed police governance.

The National Police Governance Training and Development Program provides a structured learning pathway for new and experienced board members. The program outlines core governance responsibilities, legislative requirements, and the relationship between a board, the police service and its chief.

The first three foundational modules are now available:

  1. Introduction to Police Governance in Canada
    An introduction to the purpose, scope and limits of civilian oversight for police service boards, commissions and advisory boards (RCMP/OPP).
  2. Police Chief Management
    A clear overview of legislated roles and the board–chief relationship, as well as advisory board relationships with RCMP and OPP detachment commanders.
  3. Strategic Planning and Financial Management

An overview of the board’s role in strategic planning and financial oversight, including how police and advisory boards work with chiefs and detachment commanders to set priorities, align resources and support accountable, community-informed outcomes.

A National Community of Practice

CAPG provides opportunities for boards to share questions, discuss issues, and learn from one another. Through an interactive member platform, participants can engage in peer conversations, exchange practical tools and support collective problem-solving.

Education, Resources and Sector Insights

CAPG offers a range of resources that help members make informed governance decisions:

  • Searchable policy library and resource database
  • Templates and guides, including performance evaluation tools
  • Webinars, roundtables and learning events
  • Weekly news (Quorum) and bi-monthly Community News
  • National and provincial networking opportunities

These supports help boards access relevant information and apply shared practices in local contexts.

“As a lawyer and a member of the New Westminster Police Board in British Columbia I have been steeped in oversight of police agencies across Canada for over 25 years. Among the agencies where I have conducted oversight is CSIS, the RCMP, the Calgary Police Service and worked as a lawyer with the Ottawa Police Service. As a civilian, I have likely acquired more knowledge of the intricacies of policing than most of the population. Having been a member of the CAPG for the past few years, has made me aware how much more I need to learn to be an effectives Board member. Policing is consistently under fire due for lack of training and definitely regarding skyrocketing budgets. Changes have to be made despite a profession that is averse to change. I have attended every CAPG webinar since becoming a board member 3 years ago. The CAPG webinars have provided me with new insight and knowledge of the changes needed for police leaders to be effective and to to serve their communities in a changing world. Presentations of ideas at the CAPG webinars are provided by senior police leaders in every area of Canada and other Commonwealth countries sharing their views on needed change. Extremely well versed academics in criminology in various countries who have spent their lives studying policing offer new ideas to consider.
